Pragmas (such as use strict) ... all have lexical scope.Not all pragmas, though. One of the reason our was created is that vars doesn't have lexical scope. Most of the pragmas that don't have lexical scope are scoped from their usage (regardless of nesting blocks) until the end of the file, and some (like if and subs) don't really have a conventional scope at all.
