Look ... really the script runs fine as apache.

... I was hoping someone here would have some experience with CGI and Apache web server, but that does not appear to be the case. True it may not be a Perl issue it looks to me to be a Apache issue. It is not a "can't run a script as another user' issue thanks for nothing.
