The URL you posted doesn't seem to be working, so here's an alternate (is SF.net changing their URL scheme ?)

If your concern w/ Win32::GUI is lack of docs, I fear you'll be likewise disappointed w/ wxPerl.

You might look into Tcl::Tk or Tkx to see if they can support Tile yet. There were some recent posts on clp.tk (or maybe it was the maillist ?) about updating Perl/Tk; I know a new patch release has been made available, and Slaven appears to have graciously taken up the cause after Nick's passing.
