Bill Gates hadn't a clue what an operating system was when he bought and resold one and renamed it MS-DOS (okay he thought he did, but has proved otherwise to those who do know by the fact that DOS and Windows never developed beyond toy parody of an operating system). But I am not as reckless as he is by far. I have already set a budget for paying far more than Perl programmers get to be sure I have the best available network consulting and hands-on manpower for this type of thing. But I happen to believe that I need to know almost as much at least at headline level before I can manage these people, otherwise I risk losing time and money in rework.
