I bought a laptop with a forced preload of Vista, and it had a 1 Gigabyte "private" partition setup on it.
Those have been on OEM machines for a while (though usually they use a hidden partition). It's usually harmless diagnostic utilities. You can get rid of it by zeroing the hard drive and reinstalling.
