How long does it take to do the lookup on average?
Seems like a standard deamon process that listens on a port might fit the bill. If the clients make permanent connections, the turn around time for sending a query packet and retriving a reply packet should be fairly swift. Certainly for connections from other local processes. If the network latency is to high for a single network deamon, put one copy per box.
As for caching. A hash containing the 65000 possible answers would only take about 8mb.
