You need to identify what User-ID the cgi script gets run by. Most likely, the ID is a local account named IUSER_<server-name>.
This account needs to get rights to the files you are accessing. The alternative, is to run the cgi-script as another user, or to require user authentication, and use the authenticated user to run the script
If the file you are accessing resides on another machine, you need to deal with the fact that the account IUSER-<computername> is a LOCAL account, that does not have network access.
