is equivalent to the following Perl-like pseudo code: 

    unshift(@ARGV, '-') unless @ARGV;
    while ($ARGV = shift) {
        open(ARGV, $ARGV);
        while (<ARGV>) {
            ...         # code for each line
        }
    }

so setting binmode to the IO slot of the *ARGV typeglob is just fine.
