Fellow Monks,
I have overcome my problems updating the Outside Links page for now. (Don't look at the scource of it.)
You will find some more tools (thanks ybiC) and tutorials (thanks crazy).
The tools section now also contains some webservers for win32.

As always: thanks to all, who made me aware of useful links.

As for the open directory, I can only say:
I am not willing to comment on it. At least not on their Perl section.
