As syphilis pointed out, there's ppm packages available in the uwinnipeg repository; the latest version is contained in Catalyst-Runtime-5.7007. Using ppm should automatically install all the dependencies as well - for this, you should probably add the bribes and trouchelle repositories to your ppm client.
A zipped bundle of ppm packages of Catalyst-Runtime and its dependencies, suitable for a local installation, is also available.
