Possibly, for sufficiently low values of "secure." If nothing else, one has to watch out for different types of buffering, network latencies, journaling file systems, etc. I would think that flush() doesn't really have an effect on buffering done at the hardware (vs o/s) level.
Try sandblasting the magnetic medium of the disk. It works quite well, although it makes writing to the disk a trifle more difficult.
