Maybe you're in trouble cause of wrong permissions on make? 
$ whereis make
/usr/bin/make
$ ls -al /usr/bin/make
lrwxr-xr-x   1 root  wheel  7 May 24  2005 /usr/bin/make -> gnumake

EDIT: Do you sudo cpan or run it in user context?
