Haven't tried it, but you can easily add script files in both ExtUtils::MakeMaker and Module::Build. 
WriteMakefile(
    ...
    EXE_FILES         => \@test_files_to_be_installed,
);

[download]
or: 
my $builder = $class->new(
    ...
    script_files        => \@test_files_to_be_installed,
 
);
