Higher level programming is certainly not a Perl thing, and Perl is just one of those which can easily support higher-level. Perl can, but lots of other languages also can, even for something as low as JavaScript.
The beginning is really function pointer in c. Python certainly supports higher-level. C# supports but in its own way.
Essentially any language that allows function be treated as variable supports higher-level.
