Put it under DateTime:: - call it DateTime::NaturalLanguage and release DateTime::NaturalLanguage::EN with it and allow someone to come along and create DateTime::NaturalLanguage::CN or ::FR or whatever.
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
