Without even reading the code, I can answer (most of) your questions:

Is this module worthy of CPAN?
Worthiness is determined by the number of downloads. If it's not worthy, no-one will use it.
Is the name space appropriate?
Looks good to me.
Have I exported correctly?
If you're OO, why are you exporting?
Is the pod layout correct?
If it's readable, it's correct. Look at other modules and copy their layout. That's what I do. Make sure to run Test::Pod.
Can the code be improved?
Yes. Most often, it'll be improved by users giving you suggestions.

My criteria for good software:

Does it work?
Can someone else come in, make a change, and be reasonably certain no bugs were introduced?

Posts are HTML formatted. Put <p> </p> tags around your paragraphs. Put <code> </code> tags around your code and data!

Titles consisting of a single word are discouraged, and in most cases are disallowed outright.
