You have two main problems. One is your if is missing an opening paren: 
if ( ( $Session... ) and ( ... ) ) {

Also, your regex is apparently using / for alternation. You probably meant something like: 
($Session->{ usrSystem } =~ /SEF|VAL|.../ )
