You've got extra stuff in your TMPL_IF tag there. Consult the HTML::Template documentation and make your code match that.

Update: forgot how simple HTML::Template is. It doesn't allow for comparing, only testing truth/falsity. To do what you want, you may want HTML::Template::Expr instead.
