Well, you don't give us much to work with.

The error you get:

seems to indicate that at least one of your files is not a valid ASN1 file (not that I like ASN). You could look into Convert::ASN1 and the bug reports for Convert::ASN1. You could also look at what exactly in your file is causing the decode error. Without seeing your files and some downloadable and self-contained code that replicates the problem, we're unlikely to provide helpfull comments. As an aside, your "numbering" of the file makes it pretty unwieldly to download and run your code. And as you don't provide sample data that exhibits the error, we're unlikely to reproduce the error anyway.
