Three things that you could try:

You might have to set the CC environmental variable; for instance, if want to use gcc, then try:

CC=gcc perl Makefile.PL PREFIX=/Perl_Modules

Or try CC=gcc ./configure --prefix=/Perl_Modules

Or download the latest development release and see if that solves the problem.
