Finding things in the categories Cygwin puts them in can be challenging, but there's a button (forget what it's labeled) that if pressed enough times toggles the display to show all packages in alphabetical order.

But to avoid rsync entirely, regular tarballs are available at http://public.activestate.com/pub/apc/perl-current-snap/
