You are not writing to the file $fh_out.

Change this line: 

print "$id\t$date\t$track{$id}{COUNT}\n"
      if $prevtime and $time - $prevtime > 3600;

print $fh_out "$id\t$date\t$track{$id}{COUNT}\n"
      if $prevtime and $time - $prevtime > 3600;

[download]
