CGI - but I am getting a 403 error before the data ever gets posted to the form.

I enter http://mysite/cgi-bin/register.cgi, it shows the input form with pass/username fields and posts data back to /cgi-bin/register.cgi. When I click submit, it gives me a 403 page.
