You probably didn't set it up right. Try this:

1.) You'll need Test::Run, Test::Run::CmdLine, and Test::Trap

2.) download CGI

3.) Unpack and cd to the t directory

4.) Run: HARNESS_PERL_SWITCHES="-MDevel::Cover" runprove -v

5.) Then run: cover
