In other words, Regex::Common is not installed.

Since you're on windows, this should install it:

ppm install Regexp-Common

  ...though with the latest ppm you may need to use a hyphen instead of the double-colon.

And while you're at it, you should consider updating Perl itself, at least to 5.8.8 or maybe to 5.10.
