Sounds like you're really looking for RoR or PHP. Perl doesn't glue that easily, and for good reason.

That said, the best in Perl is probably Catalyst + DBIx::Class (what I use) or Rose (which is more than just Rose::DB).

My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
