Can you tell us exactly what line your program is hanging on? Just add some warn statements: 
close(OUT);
  warn "got past close OUT";
close(ERROR);
  warn "got past close ERROR";
...
$apex_db->disconnect;
  warn "got past apex_db disconnect";
...
