I find it hard to believe nothing exists. I'd look under the name locale. However, if nothing exists and you're in a position to share when you're done; then please please please, consider posting it to CPAN when you're done.
I'd expect the stuff you do find is meant for switching between human prepared documents based on the requested locale rather than doing automagic substitutions, but it seems like there could be spell-checker-like tools to help translate...
