I favor reward over punishment.

That said, how much delay do you allow between a glance and getting the idea? How would you reliably judge a perception being faked? It is amazing how skilled people just skim pages and pages of code, identify smelly areas and, on a second glance, spot the bug. I have seen that with a bug I was unable to locate (wrote it myself) and a colleague getting it in a matter of seconds; had the same experience with code others wrote (not my bugs :-)
