It looks like you forgot to mark Crypt::Rijndael as a dependency. And apparently, your module needs it: 
Error:  Can't locate Crypt/Rijndael.pm in @INC

Add it in Makefile.PL under PREREQ_PM, next to the mention of Test::More.
