Evaling strings is fraught with numerous pitfalls, and I would avoid that approach. Most modifiers can also be expressed directly in the regular expression. E.g.: 
m/foo/i; # -> m/(?i)foo/;
m/bar/m; # -> m/(?m)bar/;
...
