I worked for a while with XML::RSS::TimingBot, it does a nice job of automating fetching and syncing the feeds. I later dumped it because I wanted to use a DB and wasn't sure about its XML::RSS::TimingBotDBI cousin, but for a small feed, it looks quite alright. Also Net::Twitter is quite a nice module for working with Twitter
