I would use an actual DSN from ODBC. It looks like you're using handcrafted DSN for Access.

Setup DSN Instructions. Then you'll have a DSN name to use in your DBI string. 

$dbh = DBI->connect('dbi:ODBC:DSN', 'user', 'password');
