Sorry I found the Error! 
Seems like functions
SECANA::TimeString::now() works

but since the package is called
Secana::TimeString

variables must be accessed case sensitive
$Secana::TimeString::FORMAT

Sorry, for this, I believed the package to be
SECANA::TimeString;
