The Wikipedia often is good, but not always comprehensive.

Lists like this are often incomplete, but later on enhanced by people who notice that their beloved tool is missing.

So if you care about CGI::Application, go ahead and add it there. The fact that it's missing today neither means that it must be missing tomorrow, or that it's not worth being listed.
