I think the best approach is to use an email handling module like Mime::Lite that does the encoding for your.

Your problem is most likely that you are mixing decoded and encoded strings. Don't ever do that.

The "right" approach is to decode everything that comes from the outside, build your string from the template, and then pass this decoded string to Mime::Lite.
