You should get a simple test script working before trying to solve the problem with your script. ActiveState has some good guidance, including test scripts that are known to work, at http://docs.activestate.com/activeperl/5.8/faq/Windows/ActivePerl-Winfaq6.html.

What happens when you run the test script provided by ActiveState?
