use Inline C => Config => LIBS => '-L. -lfmodex';

You don't want that - '.' (ie the current working directory) is not what you think it is. Inline changes it. Instead do: 
use Inline C => Config => LIBS => '-LC:/full/path_to/lib -lfmodex';
