SOAP::Lite makes it very simple to interact with SOAP servers (via HTTP and otherwise) and has pretty good docs. There's also a pretty good book from ORA, Programming Web Services with Perl, which covers SOAP::Lite and has many examples.
That being said, you should go read How (Not) To Ask A Question. You'll find you get more help if you show what you've attempted so far rather than just spewing out a request for others to do your work for you.
