Theoretically, use Win32::OLE::Const 'Microsoft Excel'; is roughly equivalent to 

require Win32::OLE::Const;
Win32::OLE::Const->import( 'Microsoft Excel' );

And it certainly elicits the same response. Maybe that'll work for you with your combination of versions?
