I do not see a way to use that filters, without JS enabled at the moment.
It must be really really difficult to add a
<noscript><input type="submit" value="Submit"></noscript>
for web developers =(

(In fact, a co-worker once asked me "Isn't the noscript-HTML tag deprecated?")
