I ask, because for me, (in the absence of strict), it works as expected whether I use globals or lexicals:
$foo = 'foo';; $bar = 'f';; print ${ $bar . 'oo' };; foo { my $foo = 'foo'; my $bar = 'f'; print ${ $bar . 'oo' }; } foo
