If I infer correctly that this is a Perl program that you bundled up with PAR into an executable, then the following advice from last week might still apply:
This could be because DBD::Pg relies on DLLs delivered with the Pg client and these DLLs are not available on your target machine. Maybe searching the web gives you a list of all DLLs that the Pg client libraries need.
