Also this time there is a complication with http://news.perlfoundation.org/2009/02/2009q1_grant_proposal_pod_mang.html. That was proposed by a grant manager who is not on the grant committee and therefore does not vote. Right now there is an internal discussion about whether this is allowed by the charter, should be allowed by the charter, or should be avoided even if it is technically allowed.
