I don't think PHP is a better programming language then Perl for web development purposes, but it's much easier to find a free hosting service which supports PHP.

It's a bit like Linux and Windows. Windows XP for sure wasn't technically superior, still it has a huge market share simply because everybody used windows, so it was the easier choice.
