I notice your gcc -c  -IC:\... line doesn't have the -IC:\OpenSSL\include needed to find OpenSSL's header files. Could that be the problem? Try running: 

  C:\> SET INCLUDE_PATH=C:\OpenSSL\Include
  C:\> cpan install Net::SSLeay

and see if that changes the error message.
