I am on a GNU system in timezone +0100. The Time::Piece method tzoffset delivers the correct offset, but strftime does not. Are you seeing this too?

$ use Time::Piece qw()

$ my $t = Time::Piece->localtime
$Time_Piece1 = Mon Mar 16 01:43:48 2009;

$ $t->epoch
1237164228
$ $t->tzoffset
$Time_Seconds1 = 3600;

$ $t->strftime('%s')
1237164228
$ $t->strftime('%z')
+0000
