Weird ... try editing Makefile.PL manually, set 
$expat_libpath = '';
$expat_incpath = '';

[download]
or try adding 
WriteMakefile(
....
'INC' => '-Ipath/to/expat',
'LIBS' => '-Lpath/to/expat -lexpat',
);

[download]
one of them should work
