I think BrowserUK's concern is that too many OT posts will get annoying.
That was my thinking. That it would be easier for those that prefer not to see OT posts to ignore them if they were grouped together under a clearly off-topic parent node.
If the size of the node is a serious concern--personally, I rarely look at a whole thread other than when the root node is first posted--then perhaps there could be one OT node per month. Or every three months.
But then I suspect that most of the opposition to OT discussions here, is more about preserving the status quo, than serious concerns that this place would degenerate into a /.-alike.
