/[[:cntrl:]]/ is equivalent to /[^[:^cntrl:]]/, so 

# Replace everything except non-controls, CR and LF.
$msg =~ s/[^[:^cntrl:]\r\n]+/ /g;

The "s" modifier is useless since "." isn't being used.
